INVERT

Labour exploitation as part of Trafficking in Human Beings (THB) continues to be among the European Multidisciplinary Platform Against Criminal Threats (EMPACT) key EU priorities for the fight against serious and organized crime. The Criminal Business form of labour exploitation and the trafficking of human beings is an important issue not only for Europe but across the world. The third EU report (2020) on the progress made in the fight against the Trafficking of Human Beings highlights that between 2017 and 2018, 14,145 victims of Trafficking in Human Beings were reported by EU Member States, and 15% of those victims were trafficked for the reason of labour exploitation. Child trafficking accounts for nearly a quarter of all victims in the EU. 

The European Union recently funded a project with the title of  Identifying compaNies and  Victims in the Exploitation Phase to disRupt the financial business model of adult and child labor Trafficking (INVERT) that will address the above mentioned issues.

Objectives:  

General Objective of INVERT is disrupting the financial flows of the criminal business model of traffickers, and intensify THB investigations, prosecutions and the judicial response to dismantle the trafficking chain.

Activities: 

1. Identification of risk indicators for THB for adult and child labour exploitation; 
2. Design and develop the prototype INVERT suite; 
3. Train prosecutor offices and LEAs;  
4. Test and validate the prototype INVERT suite in a general environment; Test and validate the prototype INVERT suite in a specific environmental, such as areas affected by organized crime;  
5. Dissemination, Communication, and Exploitation of the project results; 
6. Developing a prototype of a suite of risk assessment tools;  
7. Identification of specific legal companies possibly being employed for adult and child labour exploitation.

(Expected) outcomes:

• Intensified effectiveness of criminal investigations; 
• Improved abilities of prosecutor offices and LEAs to quickly and accurately identify places of adult and child labour exploitation; 
• Improved abilities of prosecutor officers and LEAs to quickly and accurately identify victims of human trafficking; 
• Enhance cooperation amongst different prosecutor offices and LEAs; 
• Enhance cooperation amongst prosecutor offices, LEAs, NGOs and other public and private actors; 
• Reduction of THB and related victims.
