Kristina Lugo-Graulich, The National Institute of Justice, Justice Research and Statistics Association, The National Crime Victim Law Institute | Published in 2021 This formative evaluation, a collaboration between the Justice Research and Statistics Association (JRSA) and the National Crime Victim Law Institute (NCVLI) funded by the National Institute of Justice, seeks to address gap related to a conceptual framework in the field of victim legal services by first creating a conceptual model and theory of change and then testing it in practice. Formative evaluation helps to clarify a program's purpose, processes, potential outcome measures, and readiness for formal evaluation.
The conceptual model identifies the pathways through which victim legal services can lead to desired outcomes and objectives for victims/survivors, communities, and systems. It is the first fully conceptualized model of victim legal services and can be adapted to a broad range of agencies. This framework is useful for practitioners seeking to design and deliver more effective services and to establish measurable guidelines to assess progress.

Office of the United Nations High Commissioner for Human Rights (OHCHR), and the Equal Rights Trust | Published in 2022 This Practical Guide, jointly published by the Office of the United Nations High Commissioner for Human Rights (OHCHR) and the Equal Rights Trust (ERT), sets out in detail the content of comprehensive anti-discrimination law. It provides legislators and advocates with the tools to develop anti-discrimination legislation consistent with international legal standards on the rights to equality and non-discrimination. It aims to assist States in meeting their core international law obligations to respect, protect and fulfil the rights to equality and non-discrimination. The publication includes practical examples to assist law- and policy-makers. It also provides specific guidance on the link between anti-discrimination law on the one hand, and minority rights on the other.

European Union Agency for Fundamental Rights | Published in 2023 FRA’s Underpinning victims’ rights report identifies gaps in victims’ protection and support, guaranteed under the EU Victims’ Rights Directive. It highlights what needs to be done to move towards a victim-centred approach: make victim support more effective, protect victims better, and facilitate crime reporting. The report also identifies good practices to inspire other countries. This includes specific ways of protecting victims from secondary victimisation, during investigations and court proceedings by, for example, recording their statements once for subsequent use in court or using accreditation systems for victim support organisations.
