On the 21st of May 2025, the International Forum Supporting Victims of Terrorism and Mass Violence, is taking place in Lisbon, Portugal. This year’s Forum, themed “From Crisis to Collaboration: Strengthening Victim Support through Cooperation, Technology, and Resilience”, marks an especially significant occasion as it coincides with key milestones: the 40th Anniversary of the UN Basic Principles of Justice for Victims of Crime and Abuse of Power, as well as the 35th Anniversaries of both VSE and APAV.
In 2018 and 2019, INVICTM – International Network Supporting Victims of Terrorism and Mass Violence – held its second international symposium on Supporting Victims of Terrorism, preceding VSE’s Annual Conference.
Given the complexities of supporting victims of terrorism, experts develop and recommend approaches to responding to each unique terrorist attack. Years of experience and expertise, however, allow them to identify some common predictable challenges and the practical solutions that can address them. Participants from around the world identify local challenges and practical solutions for supporting victims of terrorism during the symposium.
The theme of 2019’s edition was ‘International Cooperation – Working Together to Better Support Victims of Terrorism and Mass Violence’ and focused on cooperation between services across international borders. The symposium provides a forum to collectively work together to share knowledge, experiences and expertise with the aim of enhancing international partnerships and improving supports for victims of terrorism.
On May 19th 2018, INVICTM – International Network Supporting Victims of Terrorism and Mass Violence – held its second international symposium on Supporting Victims of Terrorism in Stockholm, Sweden. This report reflects the discussions held during the symposium.
